About Speakers 

Dr. Aung Than Oo is a Civil Engineer. He obtained a Bachelor Degree of Engineering, B.E (Civil), from the Yangon Institute of Technology (YIT) in 1995. He worked as a construction engineer of Sedona Hotel (Yangon) Construction Project and Mingalardon Industrial Park Construction Project in Yangon. He joined the Irrigation Department of the Ministry of Agriculture and Irrigation as a Staff Officer (Civil) in 1997.

He was awarded a Monbukagakusho Scholarship from Japan Ministry of Education, Culture, Sports, Science, and Technology in 2000 and pursued a Master Degree and a Doctoral Degree in Water Resources Management Engineering from Mie University of Japan in 2003 and 2006, respectively. He obtained a Diploma in Statistics from Yangon Institute of Economics in 2013. He worked as Staff Officer in Irrigation Technology Center (ITC) in Bago from 2007 to 2010, in Planning and Works Branch from 2010 to 2011 in Naypyitaw and in Hydrology Branch in Yangon from 2011 to 2014. He was the Assistant Director of Hydrology Branch (Yangon) from 2014 to 2020. At present, he is the Deputy Director (Civil) of Irrigation and Water Utilization Management Department, Ayeyarwady Region. 

Dr. Zaw Zaw Latt is currently the Assistant Director with over 20 years of experience working alongside irrigation and water resources management sectors at IWUMD, where he serves as a hydrologist conducting hydro-meteorological monitoring and hydrological studies for safety applications of hydraulic structures. He graduated from the Yangon Technological University in 1998 with a Bachelor’s Degree in Civil Engineering. Furthermore, he earned his M.Sc. (Water Resources Management) in 2006 and completed his PhD in 2015 at Lueneburg University, Germany.

He wrote his cumulative doctoral dissertation on the comparative analysis of black-box flood forecasting models using Artificial Intelligence techniques, comprising four peer-reviewed papers. He also serves as a reviewer for international scholarly journals with impact factors. His professional interests circle around various practices of hydrologic and hydraulic analyses using modeling for dam and reservoir design as well as for flood protections. For departmental use only, he wrote three books about basic principles of flood protection, reservoir storage and design flood selection for dams.

Daw Khin Si Si Hlaing received her Bachelor of Civil Engineering Degree from Yangon Technological University. She got a JICA scholarship program and graduated a Master of Disaster Management from GRIPS (Graduate Research Institute for Policy Studies), Japan in 2019.Her current position is an Assistant Engineer at Hydrology Branch of Irrigation and Water Utilization Management Department. She has experiences in various hydrologic analyses for a smooth implementation of irrigation operation. Currently, she is doing design flood calculations for new reservoir projects and review design flood analysis.

Ms. Shwe Pyi Tan received her Bachelor’s degree in Engineering (Civil) from Technological University (Meikhtila) in 2009. She has graduated as Master of Engineering (Civil) from Technological University (Meikhtila) in 2013, with major in Hydraulic Analysis of Dam. She also has finished Master of Science from National Graduate Institute for Policy Studies (GRIPS), Japan in 2018, with major in Flood Disaster Management Policy.

Currently, she is a Sub-Assistant Engineer in Hydrology branch under IWUMD. Her current duties are dealing with various hydrologic analyses for reservoir design and hydrologic analysis for flood forecasting and inundation assessment. She participated as a researcher at Rural Research Institute (RRI), Ansen City, Korea in 2017 and research interests include “Study on Climate change Impacts of Flood Propagation in Ayeyarwaddy Delta Basin’.

 

Daw Htoo Htoo Aung has been working as a staff officer at the Design Branch of Irrigation and Water Utilization Management Department under the MOALI, Myanmar since 2016. She has recently graduated from Sungkyunkwan University (SKKU), Republic of Korea, majoring in Master of Science in Water Resources through KOICA Scholarship Program. She completed her bachelor’s degree from Technological University (Magway), Myanmar in 2012.

Daw Htoo Htoo Shwe, an assistant engineer, finished her Bachelor degree in 2007, and joined the Irrigation Department as an assistant engineering surveyor. Then, she was taken Master Degree of Water Engineering and Management from Asian Institute of Technology, Bangkok, Thailand in 2013 even though she had got the Master of Civil Engineering from Hmawbi Technological University in 2010. Along her 14 Years working period in Irrigation and Water Utilization Management Department and research life, she has experiences in water resources engineering, flood protection works, river basin management and physical modeling.

Daw Pa Pa Shwe Sin Kyaw is an Assistant Engineer (Staff Officer) from Design Branch of Irrigation and Water Utilization Management Department (IWUMD), Ministry of Agriculture, Livestock and Irrigation. She has 15 years work experience among that 9 years work experience in Design Branch. She has graduated Bachelor of Engineering (Civil) Degree from Yangon Technological University in 2003, and conferred Master of Environmental Sciences Degree from University of Tsukuba, Japan in 2018 with Japanese Grant Aids for Human Resources Development Scholarship (JDS) achievement. Her master thesis research is “Application of Soil and Water Assessment Tool (SWAT) to assess stream flow and sediment yield in Bago River Basin, Myanmar”.

She is currently participating in a working-team for dam breach analysis and producing flood safety zone maps for downstream areas of earthen dams of IWUMD, using United States Army Corps of Engineers (USACE)’s Hydrologic Engineering Center – Hydrologic Modeling System (HEC-HMS) software and River Analysis System (RAS) software. She is also taking part in Dam Safety Management Joint Program collaborating with Korea Rural Community Corporation (KRCC) on establishment of hydrological safety of dams and reservoirs under Agriculture Development Support Projects (ADSP)

Daw Aye Myint Swe is a new generation engineer for fish–friendly irrigation systems in Myanmar. She was graduated from Pyay Technological University with Bachelor of Civil Engineering in 2007 and she is currently working as a staff officer at Design Branch of the Irrigation and Water Utilization Management Department, Ministry of Agriculture, Livestock and Irrigation.

Additionally, she also cooperated as a Design Engineer of the pilot fish passage projects in Myanmar, supported by ACIAR,CSU,AWP and other international organizations. She was selected as Australian Award Scholarship Program’s student for 2020 intake and has planned to study her Master degree with Fish Passage Engineering in Charles Sturt University in this year. She is now trying for the biodiversity-conservation in Myanmar from the engineer’s point of view.
